Pay or Dispute Parking Tickets

Parking tickets (Penalty Notices) in the Town of Bradford West Gwillimbury are now processed using the Administrative Monetary Penalty System (AMPS). This process does not involve the court system and is more efficient in responding to hearing requests.

Notices paid within 15 days of the issue date will receive an early payment discount. Tickets may be disputed through a screening review process within 30 days of issuance.

Dispute your penalty notice by requesting a Screening Review within 30 days of issue date

If you are disputing a penalty notice, you must request a Screening Review within 30 days of the issue date. Visit our online Parking Portal and select "Appeal Ticket." Complete the brief questionnaire to begin the process.

Screening Reviews are conducted through online/virtual correspondence. Should you require an in-person screening or other accommodations, please contact AMPS@townofbwg.com.

Please Note: If you have requested a telephone or in-person Screening Review and you or your authorized agent do not attend your confirmed appointment, a $25.00 Non-Appearance Fee will be added to your total amount payable.

Request an agent or extension

If you are not the registered owner of the subject vehicle, you are required to complete the Authorization to Act as Agent form in order to dispute the Penalty Notice.

If there are extenuating circumstances making it challenging to pay or dispute your ticket on time, you may be eligible for an extension. Please complete the Request for Time Extension form.

Why you Should Act Now

Taking early action with your Penalty Notice helps avoid additional administrative fees being added to your total amount payable. If you pay the Penalty Notice within 15 days, you can receive an early payment discount. You also have the option to dispute your ticket by requesting a Screening Review within 30 days.

If you don't act within...

15 Days

You are no longer eligible for the early payment fine discount, and owe the Set Fine as stated on your notice slip.

30 days
An additional $10.00 MTO Search Fee will be added to the set fine for the Town to request the vehicle’s registered owner’s information and send you a Reminder Notice.
60 days
An additional $25.00 Late Fee will be added to your total and the Town will issue you a Final Notice.

75 days

An additional $25.00 Plate Denial Fee will be added to your total and the ticket information will be forwarded to the Ministry of Transportation (MTO). They will require you to pay the set fine as well as any administrative fees you have incurred before you can have your Ontario Vehicle Permit or license plate sticker renewed.
  • After 75 days, your total amount payable to the Town includes:
    • Set fine + $10.00 MTO Search Fee + $25.00 Late Fee + $25.00 Plate Denial Fee
Understanding the fees

Pursuant to By-Law 2022-71 as amended, the following fees are applied to Administrative Monetary Penalties:

  • $10.00 MTO Search Fee: to retrieve the registered vehicle owner’s information from the Ministry of Transportation (MTO).
  • $25.00 Late Fee: if no action taken within 60 days and the municipality has to mail a Final Notice to the registered vehicle owner
  • $25.00 Plate Denial Fee: if your ticket is sent to the Ministry of Transportation (MTO) to deny the renewal of the plate until the fees are paid
  • $25.00 Non-Appearance Fee – Screening: if you fail to attend your Screening Review Appointment
  • $50.00 Non-Appearance Fee – Hearing: if you fail to attend your Hearing Review Appointment

Screening Reviews

Screening Reviews are conducted by a screening officer. If you choose to dispute your penalty notice you must request a review within 30 days of the issue date.  

If you have not requested a Screening Review within 30 days of your notice issue date and also have not paid the fine, a $10.00 MTO Search Fee may be added to your total owing. You may also request an extension within 30 days, if extenuating circumstances exist, but the extension cannot exceed a 60 day period.
Please Note: If you are in financial hardship and require time to pay, please bring financial documents to support your claim. Please review the Undue Hardship Policy. We also do not provide language interpreters. If you require the use of an interpreter for your Screening, it is your responsibility to provide one.

Screening reviews are conducted online but can be completed by telephone or in-person, upon request. You have the option to request an online or in-person Screening Review.

Preparing for your Screening Review

Online Screening Reviews will be resolved within 7 days. If you are note the registered owner of the vehicle, you must complete the Authorization to Act as Agent form in order to act on the owner’s behalf. 

Please include copies of any documents that may assist as evidence, including:

  • Photographs
  • Accessible parking permits
  • Medical notes
  • Death certificates

Screening Review procedure

The screening officer will review and consider any documents you submit before making a decision. During the Screening Review, the officer may:

  • Cancel the Penalty Notice, including any administrative fees;
  • Proceed with the Penalty Notice, including any administrative fees;
  • Reduce the amount owing on the Penalty Notice, including any administrative fees; or
  • Extend the time for paying the Penalty Notice, including any administrative fees.

Please Note: If you fail to appear on the date and time of your Screening Review you will be charged a Non-Appearance Fee of $25.00.

Screening Decision and payment

The Screening Decision will be provided by email, following the Screening Review. If you fail to pay the amount outlined in the Screening Decision within 15 days of the due date, the Penalty Notice will revert back to the set fine amount and continue through the process.

If you are not satisfied with the Screening Decision, you can request a Hearing Review within 30 days.

Hearing Reviews

You may appeal the decision of a screening officer by requesting a Hearing Review within 30 days of receiving the Screening Decision. In extenuating circumstances, you may request an extension within 31 to 60 days.
Please Note: If you are in financial hardship and require time to pay, please bring financial documents to support your claim. These documents may be kept by the hearing officer and will form part of the Penalty Notice record. Please review the Undue Hardship Policy. We also do not provide language interpreters. If you require the use of an interpreter for your Hearing, it is your you responsibility to provide one.

Preparing for your Hearing Review 
After you submit a Hearing Review Request form, the Town will notify you of the date and time of your Hearing Review. If you plan on attending the Hearing Review but are not the registered owner of the vehicle, you must complete the Authorization to Act as Agent form in order to act on the owner’s behalf. You may also bring a witness to the Hearing Review.

The Town is not required to have parking officers present at Hearing Reviews and may rely on certified evidence as set out in the Administrative Monetary Penalty System By-law. Please bring copies of any documents that may assist as evidence, including:      
  • Photographs
  • Accessible parking permits
  • Medical notes
  • Death certificates

If you wish to receive the Town's documents (officer's notes/photos) related to your Penalty Notice, please complete a Request for Disclosure form at least 14 days before your scheduled Hearing Review.

Hearing Review procedure

Unless otherwise requested on the Hearing Review Request form, Hearing Reviews take place virtually. Staff will provide meeting links once the Hearing is scheduled.

On your scheduled Hearing day:

  • Please arrive 5 to 10 minutes ahead of your scheduled time and wait until your matter is called. Once you join the meeting, you will be directed to a virtual waiting room until called by the Clerk. 
  • Hearings are held before a hearing officer. The Town will be asked to present its case first, after which the defendant can present any evidence.
  • Witnesses will be required to provide evidence under oath or to affirm their evidence.

Please Note: If you fail to appear on the date and time of your Hearing Review you will be charged a Non-Appearance Fee of $50.00.

Rescheduling or cancelling a Hearing Review

You can request to reschedule a Hearing by providing written notice to AMPS@townofbwg.com or in-person no later than three business days before your scheduled Hearing.

Please Note: a Hearing Review will not be rescheduled more than once. If you change your mind and decide to pay the Penalty Notice up to the day prior to the hearing, please email AMPS@townofbwg.com so that your Hearing can be cancelled with your Penalty Notice number, name, and address.

Hearing Decision and payment

The decision of the Hearing Officer is final and no further appeal options are available once the officer has made their decision. The Hearing Officer is also not bound by the decision of the Screening Officer.

If you fail to pay the amount outlined in the Hearing Decision within 15 days of the due date, your Penalty Notice will continue through the process which could be subject to additional fees.
